Yes hit the travel tab. If you don't have enough cash to cover du and ops then you won't be able to travel. If you have 0 du and ops then travel is free

That is correct. The only way you will be protected is if you're maxed. However, if someone has revenge on you they can still do drive bys even if you're maxed.
