When the admins of the game start changing the rules and gameplay mechanics to prevent you or your small group of friends from being as effective and later on come to you asking for advice on future gameplay then you can climb that list. Doubt you even would crack the top 1000.

That's actually a real thing that happened to me. When I first created a union, we hit 80+ members and things were looking very good for us. The very next round, they remove unions and everyone is forced to do indy fams only for 2 months.
