Is it possible the problem has to do with the timing on the clock?
The seconds counter is not counting down properly. It jumps all over the place.
During hire, this is what I got when I tried hiring repetitively.

I was hiring and still got the error message "You can't perform this action this quickly, wait a second!' 1-3 times between each hire.
